Police arrest man drinking in diner parking lot

About 3:35 a.m. Jan. 31 -- well after bars stop serving alcohol in Pennsylvania -- a West Reading police officer discovered a group of men drinking outside the parking lot of a restaurant in the 400 block of Penn Avenue in the borough. One of the tipplers had a warrant and was arrested.
