On the night of Oct. 16, A man took a taxi from Philadelphia to the 500 block of Penn Avenue in West Reading. After the cab stopped about 10:48 p.m., the customer got out and ran west, stiffing the driver. Police were unable to find the cheapskate, who probably could have taken a bus from the City of Brotherly Love for much less money.
